The Aspen Institute mission is twofold: to foster values-based leadership, encouraging individuals to reflect on the ideals and ideas that define a good society, and to provide a neutral and balanced venue for discussing and acting on critical issues.

The Aspen Institute does this primarily in four ways:
• Seminars, which help participants reflect on what they think makes a good society, thereby deepening knowledge, broadening perspectives and enhancing their capacity to solve the problems leaders face.
• Young-leader fellowships around the globe, which bring a selected class of proven leaders together for an intense multi-year program and commitment. The fellows become better leaders and apply their skills to significant challenges.
• Policy programs, which serve as nonpartisan forums for analysis, consensus building, and problem solving on a wide variety of issues.
• Public conferences and events, which provide a commons for people to share ideas.

The Institute is based in Washington, DC, Aspen, Colorado, and on the Wye River on Maryland’s Eastern Shore and has an international network of partners.

GLOBAL HEALTH AND DEVELOPMENT: Global Health and Development (GHD) at the Aspen Institute is a legacy program of Realizing Rights. GHD’s mission is to identify, assess, and support highly innovative strategies for global health and poverty alleviation. GHD program areas include: the global health workforce crisis, policy innovations to address the challenges of global health worker migration, catalyzing political leadership to advance policy for health equity, women’s global health including reproductive health and maternal mortality, community based models of financing health, and aid effectiveness in development assistance for health.

MINISTERIAL LEADERSHIP INITIATIVE FOR GLOBAL HEALTH:

The Ministerial Leadership Initiative for Global Health (MLI) is pioneering a practice-based model of leadership development designed to strengthen capacity within ministries of health. MLI works inside ministries to build political commitment, advance policy reform, and strengthen health systems to improve the health of the people in their country. MLI provides ministry leaders with proven models of ministerial-led reform and the evidence necessary to implement changes with significant impact.

MLI strengthens the leadership capacity of ministries of health in Ethiopia, Mali, Nepal, Senegal, and Sierra Leone in order to advance policy in three interrelated areas: health financing for equity, donor harmonization in health, and reproductive health (RH). Key to MLI’s approach is the belief that stronger political leadership will improve health systems and ensure respect for the right to health, including for the most vulnerable populations. MLI links the health financing and aid effectiveness policy reform efforts to reproductive health outcomes in our three RH focus countries: Mali, Senegal and Sierra Leone.

MLI works closely, on-the-ground, with leaders in the five MLI ministries of health to provide tailored technical assistance in response to the ministry’s policy priorities. In addition, MLI supports the ministries by holding technical workshops that showcase program findings and country-level experiences; providing an online space, http://www.ministerial-leaders... to share recent activities and spotlight the important work occurring in each MLI ministry; and, leading study tours to best practice countries in MLI policy areas.

MLI, a four- year program (October 2007 – September 2011), is funded by the Bill & Melinda Gates Foundation and the David and Lucile Packard Foundation. MLI partners are the Results for Development Institute, the Council of Women World Leaders, and the World Health Organization.

POSITION DESCRIPTION

Basic Function:

The Program Officer will work closely with the MLI Director to ensure that MLI’s efforts achieve measurable impact. S/he will be responsible for country backstopping and managing the overall communications and documentation efforts. S/he will provide strategic and hands on support, in coordination with the MLI Director, in all aspects of the MLI program including, but not limited to, technical assistance, monitoring and evaluation, communications and documentation, and collaboration with international and in-country development partners.

S/he will serve as a key member of the Global Health & Development policy program team. This position reports directly to the Director of the Ministerial Leadership Initiative for Global Health.

Key Responsibilities:
• Serve as country backstop for on the ground reproductive health (RH) activities in MLI’s three RH focus countries (Mali, Senegal and Sierra Leone), in coordination with the MLI Director.
• Manage MLI communications efforts including website, e-newsletter, and printed materials in coordination with MLI partners. Write MLI content for various publications as needed. Ensure that MLI communications protocol is followed.
• Provide technical assistance to MLI ministerial country teams and overall strategic support in areas of health financing, donor harmonization, reproductive health, or other technical areas in coordination with the MLI Director.
• Lead in planning and orchestration of MLI events and events in which MLI is a participant with support from MLI’s administrative staff.
• Serve as the point person for contracted services and/or consultants for MLI as necessary, track consultants’ progress according to their agreements, and provide follow-up as needed.
• Coordinate results-oriented evaluation of programmatic efforts with monitoring and evaluation consultants, partners, and country teams.
• Monitor overall MLI quarterly and annual workplans including key milestones, timelines and deliverables, and provide regular and timely reports to the MLI Director and other relevant parties.
• As assigned by the MLI Director, represent MLI at outside venues regarding matters pertaining to the implementation of MLI’s programs and identify opportunities for new and expanded program development.
• Attend relevant conferences and meetings to build and maintain professional knowledge on key health issues and distribute relevant information to the MLI staff; keep abreast of trends in reproductive health and related areas of interest to MLI.
• Draft donor reports and ensure adherence to grant reporting requirements and/or deliverables; track all deadlines for donor reporting; respond to donor requests for program information.
• Participate in proposal development process and follow-up as needed, including researching requirements for proposals and submissions.
• Other duties as required.

PRINCIPAL INTERACTIONS: Works closely with members of the Global Health and Development team, the MLI team, and MLI partner organization staff.

KEY QUALIFICATIONS:

• 5-10 years experience in international development and global health and an advanced degree in public health, public administration, social sciences, and/or other fields relevant to reproductive health and health financing.
• Knowledge of, and significant experience in, major global health areas including reproductive/women’s health, health financing, development partner coordination and harmonization essential. Experience working in areas of leadership development and in-country capacity building preferred.
• Experience working with high-level policy makers, including ministers of health, in an international setting.
• Exceptional communication skills and demonstrated expertise in working well with multiple partners.
• Experience planning and implementing technical workshops and multi-country learning opportunities.
• Knowledge of USAID’s guidelines and programs in health helpful as well as those of other donors such as the EU, DFID, the World Bank, etc.
• Flexibility and ability to effectively manage multiple tasks among different programs, with frequently competing deadlines.
• Strong research, writing, editing and analytical skills with attention to detail.
• Excellent interpersonal skills and demonstrated ability to work effectively and independently in team situations.
• Fluency in both English and French required.
• Experience working in Africa preferred.
• Ability to travel up to 30% time.


COMPENSATION AND BENEFITS

Salary will be commensurate with experience. The incumbent will be eligible for all benefits provided to employees of the Aspen Institute.
