First Wind is an independent North American wind energy company focused exclusively on the development, ownership and operation of wind energy projects since 2002. First Wind is committed to the communities it works with to achieve the most efficient and economic wind generation projects in North America.

The company operates primarily in the Northeast, West and Hawaii, and is already producing nearly 478 MW of energy through six operational wind farms. First Wind is currently developing thousands of megawatts of wind power projects in several markets through various subsidiary companies. The business is founded on the develop-to-own concept. Its development philosophy includes three major tenets: (1) Best practices from day one to ensure that all projects are developed efficiently and successfully, (2) Long-term commitment through the building and maintaining of strong relationships, and (3) Community involvement to support a fair and effective public process.


Job Purpose

As part of the External Affairs team, the Director External Affairs in Washington DC is an advocate for advancing the interests and business plans of First Wind relative to federal legislative, executive and regulatory issues with a specific focus on ARRA (American Recovery and Reinvestment Act).


Principal Responsibilities

This position will be a part of the External Affairs team and work closely with the ARRA cross functional team of legal, financial and development representatives at First Wind.

Establish a series of effective, credible relationships with key members of the community, including public officials, elected and appointed, in Washington DC. Will be sought out by federal officials and stakeholders as an extremely well connected, knowledgeable and honest consultant.

Researches information on laws, policies, rules or regulations using a variety of developed resources. Conducts or leads analysis to determine their direct and indirect impacts on First Wind's operations, structure and assets, and locales.

Consults with manager, other advocates, and business leaders on business activities and plans and has extensive understanding of company operations and direction.

Provides management with advice on the status and recommended response to regulatory/legislative proposals.

Frequently designs issue management strategy and plans, and, as required, coordinates their support and execution among contract lobbyists, industry representatives, environmental groups and other interested parties.

Assumes active role in certain trade association and industry committees. Works with and mentors other advocates to establish and leverage from points of common interest beneficial to First Wind.

Serves as resource for technical and industry information.


Qualifications

Significant experience in fundamental knowledge of the federal legal and regulatory process in energy.

Demonstrated ability to articulate complex issues to public officials in congress, administration or regulatory positions.

Ability to research, analyze and communicate strategic policy issues in ARRA as well as possess financial acumen and literacy to understand and analyze financial impact.

Bachelor's degree. Master's or Law degree a plus.

Demonstrated skill and success in developing and maintaining credible, influential relationships with key government, business and community leaders.

Demonstrated leadership ability to motivate and lead internal and external multi-stakeholder groups to achieve desired results.
